Prior to that, she served as the Chief Operating Officer for The University of Arizona Health Plans (UAHP), a division of Banner Health. She has over 18 years of experience in both the public and private sectors, including extensive regulatory experience stemming from her tenure with the Arizona Health Care Cost Containment System (AHCCCS) and the Arizona Department of Health Services, where she was charged with overseeing the state's Medicaid-contracted health plans, including compliance with established federal and state managed care regulations and performance in a variety of areas such as network sufficiency, payment modernization, customer service and the provision of self-directed care. While working as a federal prosecutor, he was asked to serve as the first National Health Care Fraud Coordinator for the DOJ’s, Executive Office for U.S. Attorneys. Robert is a nationally-recognized speaker and educator on health law regulatory issues.
