gerontology from Our Lady of the Lake University. Diane has published original end-of-life research in Omega Journal of Death and Dying and is a regular presenter
at state and national end-of-life conferences and workshops. Diane also serves as an advisor to TrueSolace, an online platform for grief support. Her volunteer
commitments include serving on the Advisory Board of ABODE: Contemplative Care for the Dying in San Antonio, Texas and as a Board member of Texas and New Mexico
Hospice Organization. Diane co-facilitates meetings for San Antonio Death Café, part of an international movement to encourage public conversations about death
and dying. Diane is also an ordained priest in The Old Catholic Church, Province of the United States. She is currently the Hospice Educator and Regulatory

Program Description: After the Office of Inspector (OIG)
probes of hospice GIP admissions in 2011 and 2012, hospices have come under increasing scrutiny when providing
this level of care. The OIG reviews found that 27% of hospices reviewed did not provide GIP to any of their
Medicare hospice patients; and non-compliance was found in meeting admissions criteria, documentation, physician
involvement, IDT oversight, and more. This presentation provides tools for the effective management and documentation
of GIP admissions.

National Association for Home Care & Hospice. Bill specializes in legal, legislative, and regulatory advocacy on behalf of
patients and providers of home health and hospice care. With nearly 40 years of experience in health care law and policy,
he has been involved in virtually all legislative and regulatory efforts affecting home care and hospice since 1975,
including the expansion of the Medicare home health benefit in 1980, the formation of the hospice benefit in 1983, the
institution on Medicare PPS for home health in 2000, and the national health care reform legislation in 2010. With
litigation, Dombi was lead counsel in the landmark lawsuit that reformed the Medicare home health services benefit,
challenges to HMO home care cutbacks for high-tech home care patients, lawsuits against Medicaid programs for inadequate
payment rates, along with current lawsuits challenging the Medicare home health face-to-face encounter rule and the
Department of labor changes to the overtime rules under the Fair labor Standards Act.

Her experience includes Home Health and Hospice Administration, DME Management and Home Care Consulting. Prior to coming to TAHC&H she worked as a consultant from 2012 – 2017 for home health and
hospice agencies and DME agencies throughout Texas. She has hands on experience in the home care industry with the ADR process, QAPI programs, Marketing and Business Development, Licensing,
Accreditation, Plans of Correction and Informal Dispute Resolutions, Human Resources, Policy Development and Strategic Planning.
About the Presenter(s):
Kay Hollers is well known to TAHCH audiences as she has been an active member or associate member since her return to Texas in 1985.
Kay holds a Bachelor of Science degree from the University of Texas with a major in Nursing and a Master’s Degree in Public Health from the University of Texas School of Public Health. She also earned a
post-master’s Specialist Certification in Health Care Evaluation from Wayne State University College of Nursing in Detroit. Kay taught Public Health Nursing at Michigan State University and has practiced
in and consulted with home health and hospice agencies large and small, public and private. She currently is a consultant with HealthCare Consultlink. Kay likes to share her experiences and knowledge with
audiences and has been a frequent presenter for TAHCH conferences and seminars.

Program Description: In July 2021, President Biden began rolling out COVID-19 vaccination mandates covering federal
employees and contractors and called on employers to implement their own mandates. Since that time, thousands of organizations around the country have taken
steps to require their employees to be vaccinated. On November 21, the Department of Labor’s Occupational Safety and Health Administration (OSHA) and the
Centers for Medicare and Medicaid Services (CMS) announced new regulations requiring vaccination, and in the case of the OSHA rule, vaccination or mandatory
weekly testing. Notably, CMS’s vaccination mandate applies to 15 types of providers and suppliers, including home health and hospice agencies, and in total
covers more than 17 million health care workers and approximately 76,000 health care facilities. After extensive litigation, the OSHA rule has been enjoined
nationwide by the US Supreme Court, and all of the injunctions affecting the CMS rule have been terminated. What rules apply to your agency and what actions

Jennifer Papapanagiotou's practice focuses on compliance, regulatory and transactional matters for a
wide array of health care providers, including home health and hospice agencies. She has extensive experience in analyzing proposed and existing business arrangements for
compliance with federal and state fraud and abuse laws, and drafting a wide variety of legal agreements. Ms. Papapanagiotou is knowledgeable in all aspects of state
licensing for home health and hospice providers, and in Medicare and Medicaid enrollment, including initial enrollment, changes of ownership and appeals of revocation
actions. Finally, she assists clients with compliance plans, forming new businesses, and addressing Medicare and Medicaid program coverage and reimbursement issues

Grace Werckle is the Home Care Education Nurse Manager for TAHC&H. Prior to joining the TAHCH staff, Grace worked in the Homecare
Industry for over 25 years. She has had the wonderful opportunity to serve in multiple roles at Home Health Agencies fulfilling positions varying from Administrator/Alternate
Administrator to DON/Supervising Nurse/Clinical Supervisor to Case Management to Field RN. With this, Grace earned extensive experience in Licensed and Certified, Licensed Home
Health and Personal Assistance Services licensure categories. Grace specialized in QA and Documentation including certifications of COS-C for OASIS and HCS-D for Coding Compliance
and has worked under The Joint Commission, CHAP and AHCH accreditations. She received her Bachelor of Science in Nursing degree from Incarnate Word College in San Antonio, Texas and
currently works with Texas Association for Homecare and Hospice in the Home Care Education Nurse Manager role.
