Leonard Schneider ’s practice focuses on complex commercial litigation. He has also been selected to serve as
City Attorney for a number of cities and municipalities. In this capacity, he has performed a wide range of legal services, ranging from contract drafting and administration to
affirmative civil litigation on behalf of his municipal clients. Mr. Schneider has extensive experience ensuring that applicable statutory and regulatory requirements are met
by municipalities. Since joining Liles Parker, Mr. Schneider has expanded his practice to also include a wide variety of health law matters and cases. Mr. Schneider also served
as the Assistant District Attorney for Galveston County in Texas. In this role, he prosecuted both felony and misdemeanor criminal cases and honed his litigation skills with
significant time before a judge and jury. While he seldom prosecutes criminal cases in his current role, his experience in this field has afforded him a strong skill set in
working with criminal law. Mr. Schneider is also responsible for litigation brought by or against the cities he represents, often managing teams of attorneys brought in

Program Description: The move to value-based payments has been increasing since the enactment of the ACA in 2010.
These developments turned the enforcement of the AKB and Stark on its head, often requiring individual waivers in these programs, and failing to accommodate
programs that the public programs would encourage. To account for these changes and the dramatic movement away from volume and towards value and alternative
payment mechanisms, in December 2020, CMS and OIG published a new set of safe harbors to the AKB and exceptions to Stark. These changes are highly
technical in nature, but absolutely critical for home health agencies and hospices to understand if the wish to play in this venue – especially with
the upcoming implementation of the Medicare VBP demonstration project nationwide and expansion of VBPs and alternative payment systems by other payors.

Michael Cook has more than 38 years’ experience representing health clients of all kinds in regulatory, reimbursement,
fraud and abuse, compliance, business, strategic planning,and public policy matters, with a strong emphasis on post-acute providers. At the beginning of his career, Michael also was an
attorney with the Office of General Counsel at the United States Department of Health and Human Services where he represented the federal regulators of the Medicare and
Medicaid programs on matters of the highestlegal and political senstivity. He recently received the honor of Fellow from the American Health Lawyers Association.
In addition to his health care practice, Michael serves as a strategic health care advisor to a start-up company that has developed a health care related product to
protect seniors from fractured hips. He was appointed by Governor McAuliffe to serve on the Board of the Department of Medical Assistance Services that advises Virginia’s Medicaid program,

are significant differences between the OIG Exclusion List and the CMS Preclusion List. The presenters will discuss
your obligations, as a Medicare home health or hospice provider, to ensure that your employees, agents, contractors, and
vendors have not been excluded from participation in Federal health care programs. They will also discuss the impact of the
CMS Preclusion List on your employment and contracting practices. Both OIG and CMS contractors are actively on the lookout

About the Presenter:
J. Robert Parkey is a sixth-generation native of the Wichita Falls area, and
received his Doctorate in Medicine from the University of Texas Medical Branch in Galveston, and then completed his residency in Family Medicine
at the University of Oklahoma campus in Tulsa, where he served as Chief Resident. In 2010, he completed a Masters degree in Theological Studies
from the University of Dallas in Irving, with a personal emphasis in Biomedical Ethics.
Dr. Parkey practiced rural medicine in Henrietta, Texas for 17 years, but found a special love for the care of the elderly,
those with dementia, and for patients with terminal and life-limiting illnesses, expanding his medical specialization and joining the medical staff of
Hospice of Wichita Falls in 2008, then closing his rural practice in 2013. He is a member of numerous medical societies, including the American Academy
of Hospice and Palliative Medicine, the Society for Post-Acute and Long-Term Care, the American Geriatrics Society, the American Society for
Bioethics and Humanities, and the Catholic Medical Association.
His “spare time” is filled caring for his family ranch in Clay County, and trying to keep up with his wife Katie
(a Registered Nurse who helps him run his private practice and who serves in a number of volunteer capacities in the area) and their three
daughters. His hobbies include fishing and literature, and he is a member of the Wichita Falls Poetry Society, the Texas Poetry Society, and
the Academy of American Poets.
Dr. Parkey holds board certifications in Hospice and Palliative Medicine, Family Medicine, and board
certification by the Hospice Medical Director Certification Board. He also holds board certification from the American Board of

for Texas Home Health and Hospice in Houston, Texas. She graduated from the University of Texas Health Science Center at Houston, and completed a residency in Family Medicine at
Memorial Hermann Southwest Hospital, where she trained alongside chaplain trainees at the Clinical Pastoral Education program. She obtained an MBA from University of Houston a
t Clear Lake in 1999. She has practiced hospice and palliative medicine since 2001—full time since 2004. Her interests are in performance improvement, patient safety as it pertains
to the care of hospice and palliative care patients, and in decision making tools for advance care planning. She also has passions for creating a healing environment. Dr. Tavel is
a proud native Houstonian and lives with a Geriatrician, a Web Designer, and a cat.
