Program Description: In July 2021, President Biden began rolling out COVID-19 vaccination mandates covering federal employees and contractors and called on employers to implement their own mandates. Since that time, thousands of organizations around the country have taken steps to require their employees to be vaccinated. On November 21, the Department of Labor’s Occupational Safety and Health Administration (OSHA) and the Centers for Medicare and Medicaid Services (CMS) announced new regulations requiring vaccination, and in the case of the OSHA rule, vaccination or mandatory weekly testing. Notably, CMS’s vaccination mandate applies to 15 types of providers and suppliers, including home health and hospice agencies, and in total covers more than 17 million health care workers and approximately 76,000 health care facilities. After extensive litigation, the OSHA rule has been enjoined nationwide by the US Supreme Court, and all of the injunctions affecting the CMS rule have been terminated. Jennifer Papapanagiotou
's practice focuses on compliance, regulatory and transactional matters for a wide array of health care providers, including home health and hospice agencies. She has extensive experience in analyzing proposed and existing business arrangements for compliance with federal and state fraud and abuse laws, and drafting a wide variety of legal agreements. Ms. Papapanagiotou is knowledgeable in all aspects of state licensing for home health and hospice providers, and in Medicare and Medicaid enrollment, including initial enrollment, changes of ownership and appeals of revocation actions. Finally, she assists clients with compliance plans, forming new businesses, and addressing Medicare and Medicaid program coverage and reimbursement issues

Jennifer Elder
started with TAHC&H in September 2019. Her experience includes Home Health and Hospice Administration, DME Management and Home Care Consulting. Prior to coming to TAHC&H she worked as a consultant from 2012 – 2017 for home health and hospice agencies and DME agencies throughout Texas. She has hands on experience in the home care industry with the ADR process, QAPI programs, Marketing and Business Development, Licensing, Accreditation, Plans of Correction and Informal Dispute Resolutions, Human Resources, Policy Development and Strategic Planning. Jennifer has been in the home care industry since 2007.
