About the Presenter(s): Rachel Hammon
Rachel Hammon received her Bachelors of Science degree in Nursing from the University of Texas in Austin. She has 29 years of experience in nursing with 25 years’ experience in the home health industry. During her employment with a home health agency, she served in many roles (i.e. Pediatric Case Manager, Medicare Case Manager, DON / Administrator and Corporate Director of Clinical Services), which gave her a diverse knowledge of the industry. At the Texas Association for Home Care and Hospice Rachel assisted member agencies with compliance with state and federal laws (Medicare, Medicaid, OSHA, BON, etc.), served as a liaison with state and federal government officials, and on the Nurse Practice Advisory Committee for the Board of Nurse Examiners. As the Executive Director, Rachel is responsible for implementing the mission of the association which is to advocate for ethical practices, quality, and economic viability of licensed providers in Texas. As part of that advocacy she routinely works with state and federal legislators and agency staff on legislation and policy that affects the home care industry.

Bradley Madison is a dedicated professional with a strong commitment to leadership, teamwork, and ongoing development. Known for his collaborative approach, he brings people together to achieve common objectives across various settings, including business, sports, and community organizations. A lifelong learner, Bradley emphasizes integrity, effective communication, and strategic thinking in all of his endeavors. He is actively involved in healthcare advocacy at the local, state, and federal levels, working to promote the growth and sustainability of the industry. Outside of his professional responsibilities, he prioritizes his family, enjoys playing golf, mentoring colleagues, and contributing to local initiatives. His dedication to excellence and positive impact informs both his personal and professional pursuits. Bradley currently serves as the Administrator of ComPassion Personal Care Services and ComPassion At Home.
About the Presenter(s): Dana Madison
Dana Madison has been an RN for 45 years and for the last 37 years have lived in Lubbock, Texas. She and her family have owned and operated home health agencies for 30 years and a Chronic Care Management company for the last 5 years. She recently finished her doctorate degree in nursing from Texas Tech. She and her husband Ronnie have three grown sons, three daughter-in-laws, and six grandchildren.
About the Presenter(s): Kandis McClure
Kandis serves as a Washington, D.C.-based policy advisor in the lobbying & public policy group. Leveraging her background in public health and regulatory matters, she advocates for client priorities, with a particular focus on health care. Kandis’ knowledge of the health care landscape at both federal and state levels offers clients valuable insights into multifaceted aspects of healthcare priorities and the dynamics of policy movement. She is a veteran policy advisor, highly skilled in crafting persuasive messaging and developing comprehensive outreach strategies to ensure effective representation of her clients’ interests. Prior to joining Akin, Kandis served as the director of federal advocacy and policy at the Federation of State Medical Boards and as a policy advisor with a top government affairs firm.
About the Presenter(s): Marjorie Costello
With over 20 years of operational leadership in one of Texas’s largest nonprofit Personal Assistance Services (PAS) organizations, Marjorie Costello brings a broad and deep skill set spanning strategic development, operations, HR, IT, legal, marketing, training, and government affairs.
Throughout her career, she has been a dedicated advocate for home care and hospice providers across Texas - especially through long-standing involvement with TAHC&H. She proudly served two terms on the TAHC&H Board of Directors, chaired the Community Care Committee, and currently contribute to the Governmental Affairs, Membership, and Community Care Committees. Her advocacy work is rooted in strong relationships with legislators and agency leaders, and a deep commitment to advancing our industry’s voice at the Capitol.
Marjorie is the 2026 President-Elect of TAHC&H. She believe the challenges we face - particularly around regulatory complexity and workforce sustainability - demand collaborative, forward-thinking leadership.
