If so, you are NOT at the Texas HHS TULIP Portal; however here is some info for you!
Effective July 5, 2023, Nurse Aides (NAs) and Medication Aides (MAs) are now
required to use the new credentialing system in the Texas Unified Licensure
Information Portal (TULIP) for licensing certification or permitting activities. PL 2023-14
The original grace period was through October 31st, however, there was a significant
backlog due to identified system issues which led to an extended grace period. All NAs
certifications and MA permits active on June 16, 2023, will be considered active until
April 30, 2024.
Nurse aides renewing their certification are required to complete 24 hours of inservice education every 2 years. NAR Approved In-Service Education Programs has a list of approved programs. Nurse aides may complete 12 of the required 24 hours of in-service education in a healthcare entity other than a facility licensed or certified by HHS, the Texas Department of State Health Services or the Texas Board of
Nursing.
Effective July 5, 2023, HHSC will not accept or process paper forms that are emailed, mailed or faxed to HHSC.

Program Description: This program provides a high-level overview of the strategic imperatives and
emerging opportunities facing home health, hospice, and other home-based care providers. It explores the paths that CMS,
Medicaid agencies, and other payers are likely to follow in refining and expanding risk-based payment models—both for
post-acute providers as well as their acute care referral partners. Along with the adoption and diffusion of ACOs and
other value-based payment models, it addresses the implications of the expansion in Medicare Advantage and Medicaid managed
care for the growth and profitability of post-acute care providers.
Against the backdrop of rising managed care penetration and more risk-based payment models, there is a look at how
demographics and evolving consumer preferences are likely to affect the post-acute care business model. The program
concludes with an exploration of the different business models that leading home-based care organizations are pursuing,
ranging from serving as the high-reliability downstream provider to acting as the comprehensive post-acute care manager for
hospitals and payers.

delivery and payment innovation, providing analytic and strategic insight on issues related to the delivery of care. As an expert in fields
ranging from payer strategy to hospital-physician alignment, and post-acute care, he has worked with providers, including integrated delivery
networks, academic medical centers, post-acute providers, and long-term care organizations as well as national and regional health plans.
Over the past five years, his work has focused on supporting health systems engage in Medicare and Medicaid payment and delivery system transformation initiatives.
Prior to joining Avalere, Fred was a Principal in the Accountable Care Solutions practice at The Chartis Group.
In this role, he worked with leading hospitals and health systems in developing strategic roadmaps to guide their clinical innovation,
population health, and cross-continuum integration initiatives. He also served as a Managing Director with The Advisory Board Company,
managing a team of consultants and analysts who supported provider organizations ranging from physician groups and health systems to post-acute care providers.

payment landscape continues to evolve. Recently added complexities created by the expanding Value-Based Insurance Design (VBID) demonstration project and increasing
medical review audits from all sides are topped off by heightened scrutiny by the Office of Inspector General (OIG). This presentation provides hospices with an update on the
latest billing and payment issues while examining best practices for optimizing revenue cycle management and mitigating compliance risks.

costs while improving clinical outcomes. Agencies MUST make their operations more efficient to preserve
margins. Meanwhile, on the clinical front, reporting measures call for agencies to focus heavily on reducing
ACH rates. Effective episode management that uses best practice processes and triggers will be the key to

registered nurse for over 30 years with 20 of those years being spent in the home care industry. Her specialty is working with home care providers to
improve the care delivery services of the elderly while in their homes through episode and disease management strategies.
She has lectured on home care issues for the National Association of Home Care and Hospice and
at regional and state conferences as well. Laurie co-authored a manual on Best Practices for the Home Care Patient.
