J. Robert Parkey is a sixth-generation native of the Wichita Falls area, and
received his Doctorate in Medicine from the University of Texas Medical Branch in Galveston, and then completed his residency in Family Medicine
at the University of Oklahoma campus in Tulsa, where he served as Chief Resident. In 2010, he completed a Masters degree in Theological Studies
from the University of Dallas in Irving, with a personal emphasis in Biomedical Ethics.
Dr. Parkey practiced rural medicine in Henrietta, Texas for 17 years, but found a special love for the care of the elderly,
those with dementia, and for patients with terminal and life-limiting illnesses, expanding his medical specialization and joining the medical staff of
Hospice of Wichita Falls in 2008, then closing his rural practice in 2013. He is a member of numerous medical societies, including the American Academy
of Hospice and Palliative Medicine, the Society for Post-Acute and Long-Term Care, the American Geriatrics Society, the American Society for
Bioethics and Humanities, and the Catholic Medical Association.
His “spare time” is filled caring for his family ranch in Clay County, and trying to keep up with his wife Katie
(a Registered Nurse who helps him run his private practice and who serves in a number of volunteer capacities in the area) and their three
daughters. His hobbies include fishing and literature, and he is a member of the Wichita Falls Poetry Society, the Texas Poetry Society, and
the Academy of American Poets.
Dr. Parkey holds board certifications in Hospice and Palliative Medicine, Family Medicine, and board
certification by the Hospice Medical Director Certification Board. He also holds board certification from the American Board of
Post-Acute and Long-Term Care Medicine.

Program Description: Prior to Jan. 13, 2018, many of the things we “kinda” did okay, such as care coordination,
comprehensive assessment and plan of care management, became mandatory measures under the new Conditions of Participation. And agencies have struggled!
Surveyors continue to site quality of care, care coordination and care planning collectively as one of the top two deficiencies for agencies across the board.
By having an in depth understanding of Medicare’s definition of the four “C’s” along with how they build upon each other will lead to more streamlined processes,

Nelson-Gamblin Rosalind has been a public speaker and facilitator for home care and hospice since 2000. In August 2022, Rosalind retired from a 33-year career in state government ending at Texas Health and Human Services, where she was a senior policy specialist for regulation of long-term care including hospice, home health, and personal care, supportive palliative care, assisted living, and day activity and health services industries. As a health care consultant, Rosalind is passionate about assisting entity leaders to understand and overcome compliance challenges while advocating for quality of life and quality of care for clients, residents, and patients. She continues to analyze state and federal legislation for impact to providers and consumers, review state regulations, develop and deliver continuing education and training to providers, and provide guidance to industry leaders through state and federal survey preparation activities, such as mock surveys and leadership mentoring. Rosalind is a subject matter expert for federal/nationwide standards and possesses a keen understanding of accreditation for home health and hospice care. Rosalind is well-versed in the regulations for the settings where home care is delivered, including nursing/skilled nursing, assisted living, intermediate care for individuals with developmental disabilities, and independent living settings. Program Description: Value-based payments(“VBP”) and alternative payment methodologies (APMs) are
becoming more prevalent both in the public programs and private insurance. Additionally, the HHS has recently published new safe harbors
that directly affect these payment mechanisms. The session will discuss some of the various VBPs and APMs that may affect home health
agencies and hospices, the new safe harbors related to these payment mechanisms, how you can participate, and the pitfalls of which
to be aware. In this presentation attorneys Michael Cook and Heidi Kocher discuss these important developments.

Michael Cook has more than 38 years’ experience representing health clients of all kinds in regulatory, reimbursement,
fraud and abuse, compliance, business, strategic planning,and public policy matters, with a strong emphasis on post-acute providers. At the beginning of his career, Michael also was an
attorney with the Office of General Counsel at the United States Department of Health and Human Services where he represented the federal regulators of the Medicare and
Medicaid programs on matters of the highestlegal and political senstivity. He recently received the honor of Fellow from the American Health Lawyers Association.
In addition to his health care practice, Michael serves as a strategic health care advisor to a start-up company that has developed a health care related product to
protect seniors from fractured hips. He was appointed by Governor McAuliffe to serve on the Board of the Department of Medical Assistance Services that advises Virginia’s Medicaid program,
has served as a health care advisor to a number of candidates for state and national office, and recently received the Albert Nelson Lifetime Achievement Award fromMarquis Who’s Who.
He frequently lectures on topics of interest to health care providers and earlier this year presented on the topics of “Internal Investigations” for health care companies at the
2019 American Health Lawyers Association conference on Medicare and Medicaid Payment Issues and moderated a panel of State Medicaid Directors on the changing face of their
Medicaid programs in post-acute care for the AHLA Long-Term Care and the Law conference.

Heidi Kocher Esq., MBA, CHC, is a partner with the law firm of Liles Parker. She has over 20
years of experience advising and defending health care clients on legal and regulatory matters affecting providers of all sizes. She is an expert in all aspects of
compliance and privacy programs, including developing and deploying policies, procedures and training. Her experience includes serving as a Chief Compliance Officer
and a Chief Privacy Officer, implementing the various requirements and aspects of Corporate Integrity Agreements, and responding to and defending audits from
Medicare, Medicaid and private insurers up through the ALJ level. She received her J.D. from Georgetown University Law Center. She is licensed in Texas and
Maryland, and admitted to the U.S. Court of Federal Claims. She is Certified in Health Care Compliance.
