Continuing Education programs are offered for (1) a designated Administrator or Alternate who must comply with TAC §558.260, and (2) a prior administrator or alternate not currently designated but maintaining compliance with TAC §558.260, and (3) anyone who wants to improve their knowledge on a broad range of topics specific to TX HCSSAs.
Continuing Education programs come from TAHC&H conferences & events to address a broad range of topics specific to Texas HCSSAs administrative responsibilities. Programs are added throughout the year as each conference/event concludes. All programs provide TX HCSSA Administration CE credits and many also provide Nurse CE. Ms. Kocher is a partner with Liles Parker and has over 20 years of experience in health care legal and compliance-related issues, representing all kinds of health care providers of all size. Her experience includes serving as a chief privacy officer and interim chief compliance officer at a medical device manufacturer. She also served as an outside compliance expert to a hospital and a clinical laboratory that were under Corporate Integrity Agreements. She has significant reimbursement experience, responding to and defending audits, addressing coverage policy issues, challenging denials, recoupments, and loss of billing privileges, obtaining HCPCS codes, and other reimbursement related issues. Her experience also includes implementing Corporate Integrity Agreements, guiding clients through voluntary self-disclosures and seeking advisory opinions from the OIG. In acknowledgement of her expertise, Ms. Kocher has served as a lecturer in the Biomedical Engineering department at the University of Texas at Dallas. Ms. Kocher is licensed in Texas and Maryland and Certified in Healthcare Compliance.

Program Description: Home Health’s Value-Based Purchasing (VBP) Model is the latest of the Impact Act Volume to
Value reforms to affect how we develop and deliver care. By redefining HH quality in terms of Pay-for-Performance (P4P), VBP seeks to improve care efficiency.
As a result, traditional HH Care production and management processes fail to achieve VBP-based quality baselines and the related bonus payment.
When reviewing the HH VBP model, it quickly becomes apparent that the depth and specificity employed to track, define,
and reward qualified care extends well beyond the current level of management in most Home Health agencies. The complexity of VBP contrasts starkly
with both the Star Ratings and HHCAHPS models we know, and it is much more difficult to achieve success. Finally, HH VPB will deliver bonus payments
to the top 10% of HH Providers nationally, and few if any Providers could hope to qualify for the bonus without a major VBP-based quality initiative

Hello There! Are you a Nurse Aide or a Medication Aide looking for TULIP?
If so, you are NOT at the Texas HHS TULIP Portal; however here is some info for you!
Effective July 5, 2023, Nurse Aides (NAs) and Medication Aides (MAs) are now
required to use the new credentialing system in the Texas Unified Licensure
Information Portal (TULIP) for licensing certification or permitting activities. PL 2023-14
The original grace period was through October 31st, however, there was a significant
backlog due to identified system issues which led to an extended grace period. All NAs
certifications and MA permits active on June 16, 2023, will be considered active until
April 30, 2024.
Nurse aides renewing their certification are required to complete 24 hours of inservice education every 2 years. NAR Approved In-Service Education Programs has a list of approved programs. Nurse aides may complete 12 of the required 24 hours of in-service education in a healthcare entity other than a facility licensed or certified by HHS, the Texas Department of State Health Services or the Texas Board of
Nursing.
Effective July 5, 2023, HHSC will not accept or process paper forms that are emailed, mailed or faxed to HHSC.

Trent Banksis currently the Manager of Licensing and Certification with
Long-term Care Regulatory Licensing and Credentialing for the Health and Human Services Commission. He has served as the Home Health (HCSSA) Manager,
an Investigator VI (Team Lead) with Professional Credentialing Enforcement Unit, Regulatory Services Division with Health Human Service Commission.
He previously served as an Investigator IV in the PCEU at the Department of Aging and Disability Services (DADS). Prior to that, he was an investigator
at the Texas Department of Juvenile Justice’s Office of Inspector General. Trent was previously a Youth Rights Specialist in the Office of General
Counsel at the Texas Youth Commission where he worked to ensure the Rights and Safety of juvenile offenders. Trent has a bachelor’s degree in
International Studies from Southwest Texas State University.

became partners in Ascension at Home. Baumgartel has extensive experience leading home health and hospice organizations gained over more than 20 years in leadership in the
health care industry. Previously Baumgartel was chief operating officer of Evolution Health and Ascension at Home. Before that he held executive positions that include
president of Allegheny Health Network’s Home Health and Hospice division, president and chief operating officer of Celtic Healthcare, and president of subsidiary Celtic Living Assistance Services.
Baumgartel is active in several professional associations, has been published in trade periodicals and invited as faculty at professional conferences
on various home health care topics. He completed a fellowship at the University of Pittsburgh Joseph M. Katz Graduate School of business. He holds a master’s degree in
