Bill specializes in legal, legislative, and regulatory advocacy on behalf of patients and providers of home health and hospice care.
With over 40 years of experience in health care law and policy, Bill Dombi has been involved in virtually all legislative and regulatory efforts affecting home
care and hospice since 1975, including the expansion of the Medicare home health benefit in 1980, the formation of the hospice benefit in 1983, the development of
Medicare PPS for home health in 2000, and the national health care reform legislation in 2010.
He also has an extensive background in impact oriented litigation. Dombi was lead counsel in the landmark lawsuit that reformed the
Medicare home health services benefit, challenges to HMO home care cutbacks for high-tech home care patients, lawsuits against Medicaid programs for inadequate
payment rates, a nationwide class action against then-HCFA for its failure to enforce the federal HMO Act, litigation directed against the "Interim Payment System"
for the Medicare home health benefit, a lawsuit addressing the so-called Medicare “case mix creep adjustments” in 2008-2010, a challenge to the Medicare face-to-face
physician encounter rule, and litigation challenging changes to federal overtime rules.
Bill is a longstanding and active member of the ABA and American Health Lawyers Association.

report allegations of ANE to the appropriate authorities ranks in the top 10 licensure violations for home health
and hospice providers. For home health (including skilled care and PAS), it has been the third most commonly cited
violation coming in behind management responsibilities of both the supervising nurse and the administrator. Usually
one or both of those is cited along with the failure to timely report. Almost without exception, there are penalties
assessed with each failure to timely report. At times, the failure will result in license revocation. More times
than not the failure to report is due to agency staff misunderstanding this obligation or misunderstanding what

Program Description: Texas has some of the most stringent
regulations related to the identification and investigation of suspected ANE in home
health and hospice. This program discusses the new rules & investigation process
identified in the recently passed Senate Bill 1880 that dictates an agency's
policies and responses to suspected ANE. Also examined are common mistakes that
agencies make with regard to ANE complaints and practical steps to avoid them. From
the intake of the complaint to the closing of the investigation, this program

Program Description:The failure to timely report A&E to the Department of Family and Protective Services a
nd to DADS remain one of the higher range license violations among home and community care service agencies in Texas. There are several reasons for this.
First, many times management staff have the misunderstanding that they must make a judgment call as to whether or not an allegation has been made.
Second, middle management staff and delivery staff usually fail to understand how to dignify an allegation estimate.
This presentation examines final orders from the Texas Health and Human Services commission dealing with allegations of
abuse, neglect and exploitation. By examining these cases, as opposed to discussing a hypothetical story, the viewer will gain a better
understanding of what goes wrong when an allegation of abuse, neglect and exploitation is not timely reported to the authorities.

the predecessor agency of the Texas Health and Human Services Commission has practiced almost exclusively in the area of non-acute long term care in
Texas and throughout the country. This year marks Mr. Brooks 20th year of practicing law. He began as a judicial clerk for the Honorable B. Dexter Ryland,
Chief Judge of Louisiana’s 9th Judicial District Court. Mr. Brooks now has his own firm, The Brooks Law Group, which provides a full range of services for

designated quality measures and home health providers will compete nationally in their applicable size cohort, smaller-volume providers or larger-volume providers.
