Program Description: The home health industry is at a critical
juncture in its evolution from fee-for-service (FFS) to a healthcare system based on the delivery of value.
This program includes discussion and review of Medicare Home Health claims data and how it supports the arguments
that will be made. The presenter starts with a quick look at the current state of the industry and some of the
new delivery models that are requiring reassessment of how home health is delivered (ACOs, Bundled Payments, etc...)
There is a review and trend of the relevant claims data metrics for the US, Texas, and several local Texas markets.
Included is a discussion on the ongoing processes employed by Accountable Care Organizations and hospital systems of
vetting post-acute care (PAC) providers for inclusion in preferred provider narrow networks. The program concludes
with a look at some "inconvenient truths" surrounding the growing impact and influence of Medicare Advantage on the

About the Presenter: Duane Blackwell has been in home health since August, 1997 when he was
hired as CEO of Thompson Home Health, a multi-provider Louisiana-based home health company. At that time, the industry was undergoing a
dramatic transition from a cost-based system to prospective payment. Duane’s previous career in commercial banking seemed a good fit for
what was to be a tectonic shift in the way home health was delivered. In 2003, he assisted in the successful sale of Thompson to an equity
investment firm, staying on as CEO for five years following the sale.
In 2008, Duane established SOSO Solutions, LLC, a consulting practice focused primarily on the serving needs
of post-acute care providers, including home health and hospice companies. SOSO’s areas of focus include strategic planning, financial
management, the management of change, and sales and business development. SOSO continues to serve a client base centered in the Gulf South..
In 2015, Duane partnered with Dr. Cordt Kassner and Dr Warren Hebert to establish National Home Health Analytics;
a Medicare Clams and Cost Report research and consulting company focused on delivering industry transparency. A native of Hattiesburg, Mississippi, Duane
earned a Bachelor of Science in Business Administration and a Master of Business Administration from The University of Southern Mississippi.

City Attorney for a number of cities and municipalities. In this capacity, he has performed a wide range of legal services, ranging from contract drafting and administration to
affirmative civil litigation on behalf of his municipal clients. Mr. Schneider has extensive experience ensuring that applicable statutory and regulatory requirements are met
by municipalities. Since joining Liles Parker, Mr. Schneider has expanded his practice to also include a wide variety of health law matters and cases. Mr. Schneider also served
as the Assistant District Attorney for Galveston County in Texas. In this role, he prosecuted both felony and misdemeanor criminal cases and honed his litigation skills with
significant time before a judge and jury. While he seldom prosecutes criminal cases in his current role, his experience in this field has afforded him a strong skill set in
working with criminal law. Mr. Schneider is also responsible for litigation brought by or against the cities he represents, often managing teams of attorneys brought in
specifically for each case. In this way, he keeps his litigation skills fresh. His criminal and civil litigation trial experience allows him to give practical and timely

Program Description: The move to value-based payments has been increasing since the enactment of the ACA in 2010.
These developments turned the enforcement of the AKB and Stark on its head, often requiring individual waivers in these programs, and failing to accommodate
programs that the public programs would encourage. To account for these changes and the dramatic movement away from volume and towards value and alternative
payment mechanisms, in December 2020, CMS and OIG published a new set of safe harbors to the AKB and exceptions to Stark. These changes are highly
technical in nature, but absolutely critical for home health agencies and hospices to understand if the wish to play in this venue – especially with
the upcoming implementation of the Medicare VBP demonstration project nationwide and expansion of VBPs and alternative payment systems by other payors.

are significant differences between the OIG Exclusion List and the CMS Preclusion List. The presenters will discuss
your obligations, as a Medicare home health or hospice provider, to ensure that your employees, agents, contractors, and
vendors have not been excluded from participation in Federal health care programs. They will also discuss the impact of the
CMS Preclusion List on your employment and contracting practices. Both OIG and CMS contractors are actively on the lookout

Unless you've had your head stuck in the sand, you've seen the
impact social media has in the world today. From Hollywood to the office cubical, everyone is talking
about social media. Whether you like it or not, many of your customers, employees, and business partners
are spending large amounts of time on Facebook, Myspace, Twitter and other social media sites and are
talking about your company, your employees, and the workplace. Many companies have not developed a
comprehensive policy to address this dramatic (and likely enduring) change in how people communicate
and interact. This program covers what every employer should consider in drafting an effective and
realistic social media policy.

About the Presenters: David Barron, JD joined the Cozen O’Connor Law Firm in 2011
from Epstein Becker Green Wickliff & Hall. He is a member in the Houston office, focusing his litigation practice on labor and employment law.
David assists his clients with all their labor and employment needs including representing clients at trials involving wrongful termination,
discrimination, harassment, collective action overtime claims, and whistle-blower suits before a variety of state and federal courts.
David has been board certified in Labor and Employment law since 2002. He has been named a Texas Super Lawyer Rising Star in Texas Monthly magazine since 2005.
Charles Wilson, JD is a member of the Cozen O’Connor’s Labor and Employment Practice Group
in the firm's Houston office. He joined the firm in 2011 from Epstein Becker Green Wickliff & Hall. Charles, who is board certified in Labor and Employment Law by the Texas
Board of Legal Specialization, represents employers in complex litigation and trials arising from claims of wage and hour violations, employee raiding,
race discrimination, racial profiling, retaliation (including whistle blowing), harassment and disability discrimination.

About the Presenter(s): Zaundra Ellis is the Hospice Product Manager for Axxess. She leverages her many years of expertise in the
hospice industry to create a software that is easy to use and allows clients to be clinically, administratively and financially compliant. Prior to joining Axxess,
Zaundra served as the Executive Director and Regional Director for Kindred Hospice and Heart to Heart Hospice agencies across Texas. In this role she oversaw an inpatient
hospice facility, created and implemented a companywide QAPI program for an organization that served more than 2,500 patients, and used her experience to create operations
that improved compliance and maximized reimbursements. Zaundra is an active member of the Texas Association of Home Care and Hospice and has served on multiple committees
including the Education, Hospice and Medicare/Medicaid committees.
