Medicare Advantage (MA) has long had coverage for home health patients, but there has never been coverage for Hospice under the MA benefit until 2021 when the VBID demonstration began to include Hospice. There have been many changes to the Medicare Advantage Organizations (MAO) participating in 2024 as the demonstration has now been extended through 2030. The differences in coverage for an in-network vs. out-of-network provider will be reviewed and the allowance of MAO plans to force patients to elect IN-NETWORK ONLY. CMS requires that MAOs provide beneficiaries with broad access to the complete original Medicare hospice benefit. Currently it is based on two composite scores for self-care and mobility (the TNC) along with improvement in dyspnea and oral medication management and discharged to community. This program takes a good look into the stand-alone OASIS items and describes how the TNC is calculated. It also discusses the future changes to the TPS with the omission of the TNC from the TPS altogether. The TNC is currently 17.5% of the Total Performance Score of VBP, but CMS is implementing drastic changes by omitting the TNC from its programs and replacing it with the Discharge Function score. Camisha D. Banks is currently serving as Managed Care Compliance & Operation’s (MCCO) Interim Assistant Director. Camisha is currently the MCCO Director of Provider and Client Services over the managed care complaints, trending and reporting, as well as call centers for transportation and pharmacy. She has worked in several capacities of the Medicaid program for more than 25 years, and began her state career in 2007 as a Health Plan Specialist in MCCO (formerly Health Plan Management). Since that time, Camisha has served in increasing responsible positions as a health plan manager and as a senior manager overseeing several of the complex Managed Care Organizations (MCOs). Michael Osborne has 25 years of State Service with The Texas Department of Health and the Health and Human Services Commission. He has 17 years with the Vendor Drug Program, assisting with pharmacy providers with Point of Sale claims and software issues. Michael also has 8 years with Managed Care Compliance and Operations, Senior manager of Research and Resolution. Lester Johnson is a Partner at Liles Parker PLLC and is the Supervising Attorney for the Firm’s Baton Rouge office. In addition, Les also serves as Co-Leader of the Firm’s Health Law Practice Group. Les helps clients navigate the myriad of regulatory, compliance and business issues facing today’s health care providers and practitioners. Core areas of Les’s practice include handling Medicare & Medicaid appeals; Medicare and Medicaid participation and compliance; Stark and Anti-kickback law compliance, state self-referral prohibitions and any other regulatory issues a client may face.
