In order to ensure that agencies do not incur a negative revenue adjustment, CMS has granted a one-year pre-implementation phase for Value Based Purchasing. Organizations should use this year to focus on quality value-based performance metrics that will ensure success under the new revenue adjustment model. Having a quality plan that addresses both outcome and process measures as well as patient satisfaction is the foundation to success under VBP.
