Program Description: Many agencies are looking for more and more ways to trim the expenses from their overhead and
therefore recognize a stronger bottom line profit. One significant cost savings they take advantage of is outsourcing work that can easily be outsourced while
leaving the owners and operators in control of their businesses. There are many back office functions that can be outsourced such as payroll, billing and QA – but
accounting is an often overlooked back office function that can also be easily outsourced to provide the agency a better bottom line, reduced administrative
staff costs and less back office management needed. Not only can this be a cost savings but it can also really simplify the operations – less staff to manage
and knowing that someone who is skilled at that activity is handling it.
In this session we will discuss which scenarios make the most sense to outsource the accounting function of the agency, how it works and what
solutions are out there to assist in finding the right mix of outsourcing the work but still maintaining control.

All nurses must complete at least 2 contact hours of CNE relating to nursing jurisprudence and nursing ethics
before the end of every third two-year licensing period (applicable to licensing periods that began on or after January 1, 2014). The CNE course(s) must contain information related to:
the Texas Nursing Practice Act,
the Board's rules (including §217.11, Standards of Nursing Practice),

Ashley Morgan is an Associate Attorney in Liles Parker’s Washington, DC office where she focuses her
practice on regulatory health care compliance matters, fraud and abuse, and reimbursement issues. Ashley represents health care providers across the country in connection
with a wide variety of health law issues including coverage disputes, documentation concerns, compliance, medical board complaints, and exclusion / termination issues.
Ashley has worked with an assortment of providers including dentists, home health companies, hospice agencies, primary care and specialty physicians, mental health professionals,
physical therapists, and licensed acupuncturists.
Ashley has handled claims disputes with major payors including Medicare, Medicaid, various BlueCross BlueShield entities, and UnitedHealthcare. She has extensive experience
working on administrative appeals of large alleged extrapolated overpayments assessed by the Centers for Medicare and Medicaid Services’ (CMS) contractors including,
Zone Program Integrity Contractors (ZPICs), Unified Program Integrity Contractors (UPICs), and Medicare Administrative Contractors (MACs) and by private payors. Ashley
has also successfully defended providers against medical board and nursing board complaints.
Ashley is a Certified Medical Compliance Officer and helps clients implement effective compliance programs and provides counsel on mandatory state and industry-specific
policies and procedures. In this capacity, Ashley provides on-site walk-throughs to review OSHA compliance and performs training for staff members on HIPAA and other

Richard Pecore is a licensed Texas attorney with over 20 years of experience. Mr. Pecore is a graduate of the University of Texas

Leonard Schneider ’s practice focuses on complex commercial litigation. He has also been selected to serve as
City Attorney for a number of cities and municipalities. In this capacity, he has performed a wide range of legal services, ranging from contract drafting and administration to
affirmative civil litigation on behalf of his municipal clients. Mr. Schneider has extensive experience ensuring that applicable statutory and regulatory requirements are met
by municipalities. Since joining Liles Parker, Mr. Schneider has expanded his practice to also include a wide variety of health law matters and cases. Mr. Schneider also served
as the Assistant District Attorney for Galveston County in Texas. In this role, he prosecuted both felony and misdemeanor criminal cases and honed his litigation skills with
significant time before a judge and jury. While he seldom prosecutes criminal cases in his current role, his experience in this field has afforded him a strong skill set in
working with criminal law. Mr. Schneider is also responsible for litigation brought by or against the cities he represents, often managing teams of attorneys brought in
specifically for each case. In this way, he keeps his litigation skills fresh. His criminal and civil litigation trial experience allows him to give practical and timely
advice to clients in civil matters, including business litigation, contracts, breach of contracts, collections, elections, and economic development. In addition to

Program Description: The move to value-based payments has been increasing since the enactment of the ACA in 2010.
These developments turned the enforcement of the AKB and Stark on its head, often requiring individual waivers in these programs, and failing to accommodate
programs that the public programs would encourage. To account for these changes and the dramatic movement away from volume and towards value and alternative
payment mechanisms, in December 2020, CMS and OIG published a new set of safe harbors to the AKB and exceptions to Stark. These changes are highly
technical in nature, but absolutely critical for home health agencies and hospices to understand if the wish to play in this venue – especially with
the upcoming implementation of the Medicare VBP demonstration project nationwide and expansion of VBPs and alternative payment systems by other payors.
Join Michael Cook and Heidi Kocher as they describe the new safe harbors and exceptions and demystify them so that the attendees will understand both the

Program Description: At the outset, it is important to keep in mind that there
are significant differences between the OIG Exclusion List and the CMS Preclusion List. The presenters will discuss
your obligations, as a Medicare home health or hospice provider, to ensure that your employees, agents, contractors, and
vendors have not been excluded from participation in Federal health care programs. They will also discuss the impact of the
CMS Preclusion List on your employment and contracting practices. Both OIG and CMS contractors are actively on the lookout
for violations. In this webinar, attorneys Paul Weidenfeld and Robert W. Liles will discuss the importance of exclusion
screening, how to screen and which exact databases must be screened – according to both Federal and state regulations,
how often and which employees providers must screen, and how providers must document their exclusion screening efforts
in order to comply with the law. We will also go over the purpose and nature of the CMS Preclusion List.

Paul Weidenfeld brings a unique perspective to False Claims Act cases, Fraud Investigations and Qui Tam, or whistleblower,

(10 years as a fraud prosecutor, 2 years as the DOJ Healthcare Fraud Coordinator, and experience as a partner in a major healthcare law firm). Virtually every litigation

Robert W. Liles' background is somewhat unique. In addition to a law degree, he holds a Master’s in
Health Care Administration. Robert has worked on the provider side, as a federal prosecutor and now represents home health and hospice agencies around the country in
connection with Medicare and Medicaid audits and investigations. While working as a federal prosecutor, he was asked to serve as the first National Health Care Fraud
Coordinator for the DOJ’s, Executive Office for U.S. Attorneys. In this capacity, he advised prosecutors around the country regarding health care fraud statutes,
schemes, investigative tools, privacy concerns, and compliance issues. Robert is a nationally-recognized speaker and educator on health law regulatory issues.
